How a fare gets on this page
It has to beat what the route normally costs, not what it cost last week. A fare that is merely average during a quiet month is not a deal.
The conditions get read before it is written up. A cheap ticket that cannot be changed, credits no miles and excludes a bag is a different product from one that does, and the page says which it is.
Nothing appears because somebody paid for it. Where a booking link earns a commission it says so on the page, and it makes no difference to whether the fare is listed.
Fares are checked before publishing and left up when they die, marked as expired, because knowing what a route can cost is useful long after the seat is gone.
